About the Conformity Assessment Toolkit
The Packaging and Packaging Waste Regulation (PPWR) will apply from 12 August 2026, introducing a mandatory conformity assessment procedure for packaging placed on the EU market.
The PPWR defines the notion of “conformity assessment” in Article 3(65) and under Article 38, economic operators are required to carry out a conformity assessment to demonstrate compliance with the so-called “PPWR sustainability requirements”, all obligations contained in Articles from 5 to 12 of PPWR, following the procedure set out in Annex VII of the Regulation..
Article 39 further mandates the draw up of an EU Declaration of Conformity, following the model structure set out in Annex VIII to the Regulation. Against this backdrop, this toolkit aims to assist manufacturers in understanding the requirements and guiding the preparation of:
- the EU Declaration of Conformity (DoC), and
- Technical Documentation (TD)
